Summary/Major Elements:

 

 

·        Allows county clerks to conduct random audits of ballots by processing preaudited groups of test ballots on 5% of automated tabulating equipment.

 

·        Requires a voter to make a written withdrawal of his voter registration from another county or state on the new voter registration application.

 

·        Changes terminology from "nonpartisan" to "unaffiliated".

 

·        Provides that an absentee ballot that has been accepted by a county clerk cannot be returned to a voter.

 

·        Allows county clerks to notify political party chairmen of the testing of electronic voting systems with other than written notification.

 

·        Requires county canvassing boards to review and certify successful write-in candidates after counting the votes and verifying the candidate's qualification.

 

·        Establishes that the proposition to authorize a hospital district mill levy shall be submitted to the voters at the second general election following the election at which the proposition was initially approved.

 

·        Repeals requirement that voter state the date they became a resident of the county when filing a voter registration.
