Subject:  Establishes a formula for parents' copayments in the Child Care and Development Block Grant program

 

Summary/Major Elements:

 

        The Department of Family Services administers the child care and development fund, as part of a state public assistance plan approved by the United States Department of Health and Human Services.

 

        The child care and development fund provides child care assistance to low income families, in order to enable a parent(s) to maintain employment.

 

        This act:

 

o        Creates a sliding scale formula for the calculation of eligible parents' hourly child care copayment;

 

o        Authorizes the Department to increase formula copayments if funding appears inadequate for the biennium;

 

o        Authorizes expenditure of funds under the American Recovery and Reinvestment Act of 2009 to complete an electronic benefit transfer system, and to make grants to child care facilities for materials and supplies.
