Summary/Major Elements:

· School districts providing distance education programs to non-resident students through agreements with the non-resident student's district, receive tuition payments from that district for the student's participation in the distance education program;

· In a few districts, due to the large number of non-resident students participating in the district's distance education program, tuition fees are of sufficient magnitude to impact the district's foundation program entitlement by reducing the guarantee through local revenue reductions;

· The enacted law excludes distance education tuition revenues from local revenue computations used in determining district foundation program entitlements.
