Summary/Major Elements:

· The act authorizes the secretary of state to adopt rules necessary to comply with the requirements of the federal Military and Overseas Voter Empowerment (MOVE) Act of 2009.

· The MOVE Act requires that absentee ballots be available to uniformed and overseas citizen voters forty-five days prior to an election.

· The act authorizes the secretary of state to issue directives to county election officers to accomplish the purposes of the MOVE Act.  The directives may address availability of ballots prior to the election, how ballots are to be transmitted electronically, how returned ballots are to be tabulated and what information will be provided to uniformed and overseas citizen voters.
