Summary/Major Elements:

 

        This act authorizes the Department of Health to implement in the Medicaid program a federally-authorized Program of All-Inclusive Care for the Elderly ("PACE")

 

        Under PACE:

 

o           The Department of Health contracts with an organization to provide community-based comprehensive acute and long term care services to elderly Medicaid recipients;

 

o           Eligible recipients are 55 years or older and otherwise eligible for placement in a long term care facility;

 

o           PACE organizations are paid a flat fee per participating recipient, rather than on a fee-for-service basis as is customary in the Medicaid program;

 

o           Participation of Medicaid recipients in PACE is voluntary.
