Subject: Regulation of electrical transmission and authorizing the public service commission to work with other regulatory commissions and to consider regional issues.
Summary/Major Elements:
· This bill resulted from the multi-state meeting concerning the regulation of electricity authorized by the Wyoming legislature last session.
· The bill authorizes the public service commission to meet in conjunction with commissions of other states as the Wyoming PSC determines necessary or convenient to develop common sets of facts for regulation of the transmission of electricity. The facts must be developed in a docketed case under the Wyoming Administrative Procedure Act.
· The PSC may also meet with other commissions to conduct hearings on the regulation of the transmission of electricity. The PSC must act independently in entering any order resulting from such a hearing.
· Authorizes the PSC to consider regional effects of its orders upon the utility.
· The region is defined to include contiguous states and Arizona, California, Nevada, New Mexico, North Dakota, Oregon and Washington.
· Contains legislative findings that consideration of regional factors in the regulation of transmission of electricity is in the best interest of citizens of the region and can help establish market certainty and business decision making.
