Summary/Major Elements:

· Current law does not provide for the analysis of economic impacts to state and federal surface and mineral lands from various resource and energy development and production.

· This bill provides for the Economic Analysis Division to collect, compile, analyze and distribute county economic data.  It provides for the establishment of uniform data criteria and allows for confidentiality of information.

· The bill authorizes 1 full-time person and $312,000 from the general fund to the Department of Administration and Information to perform the economic analysis.

Comments:

· Report required - The bill requires the Department of Administration and Information to report to the Joint Agriculture, State and Public Lands and Water Resources Interim Committee and the Joint Appropriations Committee no later than January 1, 2012 on the department's progress in implementing the economic analysis and the funds expended for the economic analysis.

THIS BILL WAS VETOED.  The Governor stated that it is a function of the counties, not the State, to gather and analyze economic data on behalf of the counties. He questioned what recourse a county would have if the State incorrectly gathered or analyzed the date.  The Governor also stated the $312,000 cost to expand State government is not the best use of the Business Ready Program dollars.  (The bill appropriated $312,000 from the general fund.)
