      "21‑13‑504.  Special reserve fund.

The board of trustees of each Wyoming school district may create a special reserve fund of a specified amount, for the purpose of purchasing or replacing specified equipment or a depreciation reserve for equipment and school building repair.  The board may annually include in its budget for the ensuing fiscal year, the amount so designated, as a special fund., expendable Amounts within the fund shall be expended only for the purposes stated. and segregated as such, from general and other special school The board may deposit funds, of the district into the reserve fund except for any amounts received by the district from the foundation program account under W.S. 21‑13‑309(p). Disbursements therefrom to from the fund shall be made from time to time by the school clerk's warrants drawn against said the special fund, as duly ordered by said the board.; provided, that said The amount so specially budgeted for any fiscal year under this section shall not exceed ten percent (10%) of the total amount budgeted for the same year.; and further provided, that Any difference in the amount so specially budgeted under this section for any such year and the amount expended from said the special fund during such that same year, may be retained in and carried over as a part of the special reserve fund.".

Page 2-line 17          Delete "3" insert "2"; delete "capital" insert "balance within a special reserve fund created under W.S. 21‑13‑504 and existing prior to the effective date of this act.".

Page 2-lines 18 through 24    Delete, insert and renumber:

      "Section 3.  The joint appropriations interim committee shall conduct a study on expenditures of special reserve fund amounts by school districts and report study findings to the 2014 legislature.".

Page 3-line 2           Delete "July 1, 2013" insert "immediately upon completion of all acts necessary for a bill to become law as provided by Article 4, Section 8 of the Wyoming Constitution".  COE, CHAIRMAN
